We have developed an easy-to-understand checklist of the USCG OUPV and Master 25/50/100-Ton requirements!

At Advanced Maritime Education, we understand that the 
application process itself can be intimidating. We help you put 
together all your paperwork, including tips on understanding, 
estimating, documenting sea time, and ability to enroll in our 
additional USCG-approved First Aid/CPR/Physical and 
Drug Test events.

We help guide you through the entire process, even after 
you've graduated from the course!


OUPV "6-Pack" General Requirements

You have one year from completion of the course to submit your application to the Coast Guard. 

You do not need to have any of the following completed before the start of the class!


• Homeland Security TWIC (Transportation Worker Identification Card)
       - SSEB Screening complete 

• OUPV Application (Form CG-719) 
       - Explanation for a YES in Section III of CG-719B (if needed)
       - NDR Consent & Check

• Oath  (administered at local REC when submitting application)

•  Minimum 18 Years of Age

• Physical Exam (Form CG-719K)
     - Original License: within the past 1 year; Renewal License: within  the past 3 years
    - Medical Tab in MMLD

• Drug Testing Compliance (within the past 6 months)

• Mariner Fees Paid 

• Copy of current credentials (if held)

• Sea Service Forms (Requirements Below)

• First Aid completed within 1 year of application (original only)

• CPR must be current (original only)

Sea Service Requirements - OUPV
Inland License
    – 360 days of service, 90 days of which must be in the past 3 years 

Near Coastal License
    – 360 days of service, 90 days of which must be in the past 3 years (recency)
    – 90 days of this service must be on Ocean or Near Coastal waters.

Great Lakes License
    – 360 days of service, 90 days of which must be in the past 3 years (recency) 
    – 90 days of this service must be on Great Lakes.

Other Requirements 
OUPV is limited to uninspected vessels and may be issued to non US Citizens

Upgrade to Master 25/50/100-Ton Requirements

Master’s Inland

Successful Completion of AME Course and Exam.

Sea Service Requirements - Master 25/50/100-Ton

360 days of service on any waters. This can be the same sea time form your OUPV for an INLAND Master’s License.

Recency – 90 days in the past 3 years on vessels 
Tonnage Calculations 

100 GRT – 90 days (25%) of service on vessels of 51 GRT or above, OR 180 days (50%) of service on vessels of 34 GRT or above. 

50 GRT – 90 days (25%) of service of vessels of 26 GRT or above, OR 180 days (50%) of service on vessels 17 GRT or above. *** If applicant has any service prior to March 24, 2014 and at least one day of service on a vessel greater than 5 GRT, the MMC may be issued for 50 GRT without meeting the above tonnage calculation. This option expires for all applications dated after March 24, 2019. 

25 GRT – 271 days (75%) or more for endorsement on vessels 5 GRT or less 90 days (25%) of service on vessels of 1-25 GRT OR 180 days (50%) of service on vessels 1-16 GRT. (If mariner does not meet the tonnage calculation for 50 GRT or more he or she is eligible for 25 GRT)
Great Lakes - 360 total days of service in the deck department, OF WHICH: 90 days of service on Great Lakes, otherwise the endorsement will be limited to inland waters of the United States (excluding the Great Lakes) 

Master’s Near Coastal (200 mile offshore)

720 DAYS, 50% of which (360 days) must be seaward (ocean) of COLREGS demarcation lines.

You may need to verify vessel type, tonnage, and/or manning via MISLE or Vessel Documentation. (Spreadsheet Optional)

Experience gained in the engine department on vessels of appropriate tonnage may be creditable for up to 90 days of the service requirements.
